La Autoridad Marítima de Panamá (AMP) comprometida con la Industria Marítima y con la Gente de Mar informa que, desde el pasado mes de marzo 2020 hasta la fecha, se ha logrado de manera efectiva que unas 3 mil 712 personas (pasajeros y tripulantes) de diversas nacionales y de distintos tipos de buques que se encontraban dentro de nuestras aguas nacionales, pudieran retornar a sus hogares, apoyados en el cambio de tripulación a
través de diversas formas: Modalidades Barco a Barco, Modalidad Grupal, Modalidad de transferencia Ístmica, así como Desembarque de tripulantes para repatriaciones a través de vuelos chárter.
Para lograr este objetivo y con el aval del Ministerio de Salud (MINSA), se han desarrollado instructivos los cuales serán publicados en la página web de la institución y remitidos vía Circular por correo electrónico a las Líneas Navieras y demás involucrados, junto con los formularios estandarizados.
La valiosa gente de mar, trabajadores esenciales, los cuales han tenido un valor incalculable durante esta crisis sanitaria mundial al no detener la cadena de suministro, necesitan regresar a sus hogares para garantizar su bienestar tanto físico como psicológico y con ello dar cumplimiento a las Convenciones Internacionales, además
este hecho puede potenciar y promover a la Gente de Mar panameña.
Con esta finalidad se realizarán mesas de trabajo para ampliar el apoyo y coordinar los cambios de tripulación para impulsar la mano de obra nacional se estarán efectuando, por el momento, solamente de panameños por panameños o de extranjeros por panameños, además para aprovechar al máximo la Plataforma Logística del país se realizarán vuelos humanitarios que puedan ser coordinados por las líneas navieras o con las Embajadas de las nacionalidades de los tripulantes, siguiendo los lineamientos del Ministerio de Relaciones Exteriores.
Panamá el pasado mes de marzo marcó un hito en el tema de gestión humanitaria al ser el único país en brindarle su apoyo a los cruceros Zaandam y Rotterdam, a partir de ese momento se ha buscado la manera de colaborar con la industria marítima internacional sin comprometer la integridad sanitaria de la nación.
Posteriormente, se asistieron a los tripulantes tanto nacionales como extranjeros, de diversos buques, entre los que se encontraban: Monarch de Pullman Tours, el Rhapsody of The Seas, de la naviera Royal Caribbean Caribean; el Carnival Imagination, el Carnival Inspiration, el Carnival Miracle, de la Línea Carnival, también el Carnival Princess de la compañía Princess Cruises del Grupo Carnival Line; los cruceros Silver Muse y Silver
Explorer, de la línea Silversea Cruises.
Estas acciones han sido elogiadas por parte de varias compañías navieras, como son: los operadores de la línea Silver Seas Cruises, el Vicepresidente de la empresa Royal Caribbean, the Mission to Seafarers, así como de parte de la Embajada de Australia y de la Embajada de México en Panamá, entre otros.
Producto de esta labor, la AMP fue invitada por la Universidad Marítima Internacional de Panamá (UMIP) a exponer en el foro virtual “Nuevo Protocolo de la OMI para el Relevo de Tripulantes”, en donde se compartió participación con el Secretario General de la OMI, Kitack Lim.
Igualmente el día viernes 5 de junio, por invitación de Red PBIP México Internacional A.C., se expondrá todo lo realizado por la República de Panamá en la conferencia virtual “Facilidades para el cambio de tripulaciones en los puertos durante la pandemia COVID-19 circ. OMI Nº 4204-add.18”, se contará con importantes personalidades de las Autoridades Marítimas y Portuarias de América Latina, representantes del sector marítimo, portuario y de los sindicatos de marinos, oficiales de la marina mercante y miembros de la Red PBIP.

PMA DEVELOPS PROTOCOLS FOR CHANGE OF CREW ACCORDING TO
THE BOARDING AND DISEMBARKING CATEGORY
The PMA is committed with the Maritime Industry and with the Seafarers. Since March, 2020 we have successfully helped to send home some 3,712 people (passengers and crew) from different nationalities and diverse kinds of ships, who were within our national waters. We supported the change of crew through different ways, such as: Ship to ship Mode, Group Mode, Isthmic transference Mode, as well as crew disembark for repatriation through charter flights.
To achieve this goal and with the endorsement of the Ministry of Health of Panama, we have developed instruction handbooks which shall be published in the institutional webpage and sent via e-mail to the Shipping Lines and other involved parties, altogether with the standardized forms.
Our valuable seafarers are essential workers, whose contribution to the world sanitary crisis has been immeasurable at keeping the supply chain working. They need to go home to guarantee their physical and psychological wellbeing and comply with the international conventions. This will promote and potentiate the lives of Panamanian Seafarers.
This objective will be enforced by holding discussion panels to widen the support and coordinate the crew changes to boost the national workforce. At the moment, the crew changes will take place only between Panamanians or between foreigners and Panamanians. Humanitarian flights will be used to take full advantage of the country´s logistic platform. These will be coordinated by the shipping lines or by the national embassies of the crew members, following the guidelines of the Ministry of Foreign Affairs of Panama.
Last March Panama established a milestone in the issue of humanitarian management, by becoming the only country to support the Zaandam and Rotterdam Cruises. From then on, we have been looking for ways to collaborate with the international maritime industry without compromising the sanitary integrity of the country.
Afterwards, the national and foreign crew members from different ships were assisted. Among the assisted ships were: Monarch (Pullman Tours), Rhapsody of The Seas (Caribbean), Carnival Imagination, Carnival Inspiration, Carnival Miracle, (Carnival Line) and Carnival Princess (Princess Cruises from Carnival Line Group); the Silver Muse and Silver Explorer Cruises, (Silversea Cruises).
These tasks have been praised by many shipping companies, such as: Silver Seas Cruises operators, the Vice President of the Royal Caribbean Company, the Mission to Seafarers, as well as by the Australian Embassy and the Mexican Embassy in Panama, among others.
Due to this endeavor, the PMA was invited by the International Maritime University of Panama (UMIO) to offer a lecture in the virtual forum “New IMO’s Protocol for Crew Relay” sharing participation with the General Secretary of the IMO, Kitack Lim.
Likewise, on June 5th the PBIP Mexico Internacional A.C. Network, we will broadcast all tasks performed by the Republic of Panama at the virtual conference “Facilities for the crew change at ports during the COVID-19 pandemic circular letter IMO Nº 4204-add.18”. Important figures of the Maritime and Port Authorities of Latin America, representatives of the maritime and port sector and the seafarer’s unions, merchant marine officers and members of the PBIB Network will also attend to this event.
